We have a special treat for those who attend our November meeting! Local members and guests of the Scioto Valley Section of the American Society for Quality (ASQ) will have the opportunity to hear two presentations on the subject of Quality. The meeting is in downtown Chillicothe at the Elks Lodge and Club and will feature two outstanding and multi-talented professionals talking about the diverse subjects of "Quality in Hydroplane Racing" and then "Quality in Immunology." The program date is Tuesday, November 12, 2002. PRE-MEETING CLINIC: The pre-meeting clinic speaker is John B. Shewbrooks Jr. He is not only the elected Chair of the Scioto Valley Section, but also the newly crowned National Champion of the 2002 American Power Boat Association (APBA) for 2.5-Litre Modified Inboard Hydroplanes. Shewbrooks will present a short pre-meeting clinic on "Quality in Hydroplane Racing." Christopher T. Cordle, Ph.D., co-driver of the champion hydroplane, will explain how the boat is raced throughout the United States. And then outdoors in the parking lot, Dr. Cordle will display the APBA National Champion Inboard Hydroplane, Sho Nuff, and provide all attendees with a fact sheet and picture of the boat and the Sho Nuff racing team. MAIN PROGRAM: Dr. Cordle is then our speaker for the primary program. Dr. Cordle is a Research Fellow and Manager of Immunology Research and Development with the Ross Products Division of Abbott Laboratories of Columbus. He will present a short overview of the science of immunology and present a program entitled "Allergenic Quality Assurance of Foods." Dr. Cordle's presentation will examine the nature of a food allergy, food allergy symptoms, recent FDA activity, FDA compliance, recall experience, impact on manufacturers, risk impact for customers, and food allergen quality assurance program requirements and applications. AGENDA: The pre-meeting clinic begins at 5:30 p.m. Registration and networking begins at 6:00 p.m. with a buffet dinner served at 6:30 p.m. The main program follows a brief business meeting after dinner. DINNER COST AND MENU: The cost each for the dinner is $15.00. The buffet will include baked steak, baked chicken, scalloped potatoes, green beans, tossed salad, iced tea, coffee, etc. A special dessert will be served in honor of the national championship. A cash bar will be available. All Scioto Valley Section affiliates, other local ASQ members and anyone interested in the Society or the subjects of quality or continuous improvement are encouraged to attend. ASQ members holding certifications earn 0.3 re-certification units (RUs) each for attending the Pre-Meeting Clinic and the main program, for a total of 0.6 RUs. Lanning This is the third in a series of ASQ SVS newsletter articles on the benefits and application of Six Sigma. The first two articles discussed the backbone of Six Sigma which involves defining, measuring, analyzing, improving, and controlling the process of interest (abbreviated DMAIC for short). Earlier last week I had the pleasure of discussing Six Sigma with an ASQ member and was asked to compare the Certified Quality Engineer (CQE) with the Certified Six Sigma Black Belt (CSSBB) if I could. I have chosen to center my third article around the answer to this question. The CQE and CSSBB, first and foremost, must be cognizant in the proper application of statistical tools to fix quality problems. One can think of them as “mini-statisticians” with a quality agenda. Because of the need to know statistics in great detail, there is considerable overlap between the statistical bodies of knowledge (BOK) for each. However, CQE’s and CSSBB’s are typically hired for totally different reasons. It has been stated that the CQE is valued for what he knows and the SSBB is valued for what he can do (Hoerl, JQT, Vol. 33, No.4, Oct. 2001). I agree with this. The CQE is extremely valuable because s/he is educated in a wide variety of statistical quality engineering tools for use in measuring, analyzing and controlling products and services. The CSSBB, on the other hand, is a trained expert at doing one thing – leading Six Sigma projects that are pre-determined to save companies huge amounts of money. World-class quality and delightful customers are great by-products of a successful Six Sigma project. In an attempt to clarify the CQE/CSSBB comparison (in “Six-sigmaish” terms) , I like to think of the CQE as a “three-sigma Black Belt”. This is not a detrimental or negative label in any way, it merely implies the CQE is not formally trained in Six Sigma quality. The CQE is taught that a process is in control and capable as long as it’s variation and customer specifications are within 3 sigma (that’s 3 standard deviations) of the target. The CQE assures processes operate at the 3-sigma quality level. The BB, on the other hand, is taught that 3-sigma quality is the old school mentality and business survival is dependant on six-sigma quality (i.e., customer specs must be 6 standard deviations from target). I believe this is the number one most important difference between the two certifications. In my opinion, the CQE BOK mainly covers the MAC portion of the Six Sigma DMAIC strategy. In other words, the CQE is an expert at measuring, analyzing and controlling the quality of processes. The BB, as an expert in DMAIC, must additionally define the critical cost saving projects and improve the quality of the selected processes to six-sigma. The CQE is not hired or expected to develop and complete a “super project” that significantly impacts the bottom line. Although the CQE has training in quality improvement tools the philosophy and approach is different than that used by a BB. For example, the CQE typically uses design of experiments to “improve the mean”. However, it is variation that drives quality (lower standard deviation equals higher sigma quality level), so BBs use design of experiments to “improve the variation. After all, the breakthrough quality improvement strategy is known as Six “Sigma” and not Six “Mean”. Last but not least, most companies will also value BBs for their ability to coach, mentor, and train others in Six Sigma quality (i.e., top BBs and Master BBs train the yellow and green belts throughout the organization). Six Sigma must be embraced by the entire organization to have lasting success and the Black Belts are key players in leading the way. Therefore a BB needs to have effective training, and leadership skills. A CQE, on the other hand, is not necessarily involved in leading a quality culture shift and would not necessarily possess or need these skills. In my opinion, a quality CQE can easily make the leap from a 3-sigma BB to a 6-sigma BB. I hope this article has shed some light on the differences and similarities between the Certified Quality Engineer and the Certified Six Sigma Black Belt. Why become a Senior Member of ASQ? Achieving Senior membership in ASQ is an indication of professional growth and accomplishment in the quality profession or the allied arts and sciences. There are many members of the Scioto Valley Subsection who may be eligible for advancement to the elected grade of ASQ Senior Member. Senior members enjoy a number of advantages and the upgrade is easy to accomplish. Senior members receive all of the regular member benefits plus: · A Senior member certificate, card, and lapel pin. · Recognition of your achievement through an announcement in Quality Advocate, ASQ's monthly newsletter. · Special Senior member name badge at ASQ events that you attend. · Your choice of one extra benefit journal, one Division, or an additional section free of charge as part of your Senior member benefit package. What are the requirements? 1. Have ten years of active professional experience. Up to four years of the requirement may be satisfied by graduation from an accredited institution. 2. Be a Member in good standing for at least one year prior to the date of application. 3. Have qualified in one of the ways described below: a. Conducted quality-related engineering, inspection or audit, or statistical work, or applying the methods and principles of quality on the job for at least two years. b. Teaching quality or related arts and sciences at an accredited institution for at least two years. c. Being a Senior Member or comparable grade in a recognized professional engineering, technical, or scientific society." d. Currently holding an ASQ certification that requires recertification. The cost of Senior Membership is $99.00 per year, only $17.00 more than regular member grade ASQ membership.
